What does Thanatophobia do?

Whenever at least one Survivor is either injured, dying, or hooked, Thanatophobia activates.
While active, all Survivors suffer from the following primary effect:
• Incurs a stack-able 1/1.5/2% Action-Speed penalty per injured, dying, or hooked Survivor for Cleansing, Repairing, and Sabotaging, up to a maximum of 4/6/8%.
If all four Survivors are either injured, dying, or hooked, they suffer from the following secondary effect:
• Increases the penalty by an additional +12% to a total of 16/18/20%.
